Case Study

United States Coast Guard

Adviro provides environmental services for the Coast Guard’s houses on Yerba Buena Island.

Whether on sea or shore, Adviro is there.

BACKGROUND
The United States Coast Guard reached out to Adviro looking for environmental work to be performed on some of their houses on Yueba Buena Island.

They chose Adviro because we are a GSA government approved vendor with an upstanding reputation and extensive work experience. As an approved vendor, Adviro is vetted for all certifications, insurances, and documentation required in our environmental field. Plus, our procedure for scheduling and getting a report together is simple and efficient. Testing was performed during the course of two weeks, working around the accessibility of this secure government site.

REGULATORY REQUIREMENTS
On September 16, 24, and 26, 2019, we tested their buildings to evaluate current and future potential hazards.

For government buildings, we conducted asbestos surveys of each site to meet the National Emissions Standards for Hazardous Air Pollutants (NESHAPs) demolition regulatory standards, which have been established by the Environmental Protection Agency (EPA). All asbestos sampling is also in compliance with the Occupational Safety and Health Administration (OSHA).

We also conducted lead surveys of each site in compliance with EPA’s Renovate, Repair and Paint Rule (RRP) and the OSHA’s Lead in Construction Title 8 regulatory standards.

In addition, we conducted Radon testing according to the EPA’s regulatory standards.

THE ADVIRO TEAM
Frank Valerga, the lead consultant and founder, performed the work on-site.

Edward Ballaron, a sampling technician, also worked on the project.

TYPES OF TESTING
For asbestos, we identified all suspect materials, taking physical samples to verify if asbestos is present in suspected materials. For lead, we quantified how much lead-based paint was present in three residential properties. We also determined if there were any lead hazards by taking water, dust wipe, and soil samples. Each sample has a safety threshold. Radon testing was also performed to determine whether there were safe levels within the home. Radon samples were taken over a 72-hour period.

METHODOLOGY, TOOLS AND PROCESSES

An asbestos-lead survey and radon screening was performed. These processes included mapping the site and sample locations, taking physical samples with specific tools for specific building materials. As the lab results came in, Adviro’s report writer put the reports and project-specific information together, all of which was reviewed by Frank and Eddie before they were sent out. The reports were securely sent digitally by email, and an additional hard copy was sent to the US Coast Guard administrator.

Some materials their team utilized included: building foundation, exterior, and roof. A sequence of events/tasks was important to complete the job.

Some tools used to perform the survey include: hammer, chisel, scraper, ladder, charcoal canisters and XRF guns.
